This is the collar (sautoir) of the National Councillor (Conseiller National) of Le Droit Humain (DH). It is made of a yellow moiré ribbon, edged with a narrow ribbon in the AASR (REAA) colours, blue edged in red. It is decorated with a red rosette and two acacia branches, and embroidered by hand.
